1.3 Formalities to be followed
1.3.1 Registration
All residents must register as set out below.
You have to go to the "Einwohnermeldeamt" or "Meldestelle" in the municipality in which you will live (either permanently or temporarily) in Germany. At this office you must obtain, fill in and hand in an "Anmeldung" form (Annex A), together with your passport. A married
couple with children up to the age of 17 (incl.) need to fill in only one “Anmeldung”.
You can also obtain at the "Einwohnermeldeamt" an "Ummeldung" form, which has to be completed and handed in the same way if you move within the same municipality.
In case of moving from one municipality to another two steps have to be performed. A notification form, "Abmeldung", has to be completed and handed to the "Einwohnermeldeamt" from which you move. Then a registration "Anmeldung" at the new municipality has to be done. The new "Anmeldung" must be accompanied by the passport and the confirmation of the "Abmeldung".
All relevant forms can be obtained - at the "Einwohnermeldeamt" or "Meldestelle" or, in the case of Darmstadt, downloaded from the internet (www.darmstadt.de, click “Bürgerservice” and “Formulare”).
The "Einwohnermeldeamt" or "Meldestelle" is usually found at the Town Hall of the municipality or where other local authorities are located. For the city of Darmstadt the following registration offices are relevant:

For the Darmstadt-Dieburg administrative district, which consists of 23 different communities (Münster, Pfungstadt, Babenhausen, Messel etc.), one needs to get registered at the registrations office in the town hall (“Rathaus”) of the community in question. The relevant addresses can be inquired through the homepage of the Darmstadt-Dieburg administrative district (www.ladadi.de)
The "Anmeldung", "Ummeldung" and "Abmeldung" should be submitted to the "Einwohnermeldeamt" or "Meldestelle" within one week of taking up residence in the municipality. Members of staff taking temporary accommodation in a hotel may stay there for up to two months without undergoing the registration procedure.
Non-staff and non-German employees have in addition to register with the Ausländeramt in order to receive a work and residence permit.
1.3.3 Car Registration
Cars which are brought into Germany from within the EU have to be registered via the following procedure shortly after entry into Germany if the residence in home country has already been given up, or at the latest 12 months after entry into Germany if permanent residence is kept abroad

Step 1
An application has to be made to the "Kraftfahrzeugbundesamt" (central car registry) in Flensburg for them to ensure that the car has not been registered before in Germany. This can either be done personally, by filling in an "Anfrage an Kraftfahrzeugbundesamt" (Annex F or “www.kba.de”, forms can be downloaded), or it can be done through the "Zulassungsbehörde". This costs -€ 10,20 if done through the -Zulassungsbehörde and a bit more if done directly, as you will be charged for postage etc. Assuming that there are no problems with the registration of the car, you or the Zulassungsbehörde will receive a reply from the "Kraftfahrzeugbundesamt" after a maximum of about 6 weeks. You may then carry out Step 2.
Step 2
The owner of the car or an authorised person must take the car to the TÜV, providing the original vehicle documents and, where possible, the technical details of the car. No previous appointment is required. At the TÜV, a "Vollabnahme" needs to be carried out, which means
that a thorough inspection is made of the condition of the car, to ensure that it meets the German requirements for registration. If the car meets these requirements, the TÜV issues you with a "Gutachten". The fee for the "Vollabnahme" is approximately € 120,-. As this inspection takes some time, you should not arrive at the -TÜV too late in the day. An exhaust emission test (ASU=Abgassonderuntersuchung) is also a standard requirement for the registration of the car, but not actually part of the standard test. If you want the -TÜV to do this while you are there, you must ask them to do so specifically. Otherwise, it can be done at
any petrol station, at a cost of about€ 20.
Step 3
Take the "Gutachten" from the -TÜV and the emission control certificate (ASU) to the " Zulassungsbehörde", where you can then complete an "Antrag auf Zulassung" (application for registration). For this, you must fill in the form (Annex G), and provide, besides the documents mentioned, the following:
• Passport
• Vehicle documents
• "Anmeldebestätigung" (personal registration certificate – see 1.3.1)
• "Deckungskarte" (insurance proposal) from a German insurance company
• a house rental contract or copy of your EUMETSAT contract may also be useful as proof of residence and employment in Germany
• reply from the "Kraftfahrzeugbundesamt"
• car plates (in case car is still registered)
For new cars (with less than 6000 km on the clock or under 6 months old), the original bill/invoice (Rechnung) must also be produced, for tax reasons.
The total cost for the registration procedure in Darmstadt is, depending on the technical data of the car, -€ 30,30 – € 93,30. It may be that this cost varies in different areas. It is important that you remember to keep the blue receipt of your payment, as this will be needed when you
get your number plates.
For new cars (with less than 6000 km on the clock or under 6 months old), the original bill/invoice (Rechnung) must also be produced, for tax reasons.

When all of the paperwork has been processed, you will receive the completed registration documents. You must then go to the office which produces the licence plates and produce your original receipt, whereupon you will be given your plates at a cost of around - € 25,-.
You must then go back to the " Zulassungsbehörde" to have the registration and TÜV stickers put on.
Although the stickers are put on for you by the –TÜV people or, in later years, the garages which carry out the respective tests, it is important for you to be aware of which stickers are which and when you need to have the tests redone. The TÜV sticker goes on the rear number plate and the exhaust emission test sticker goes on the front. The year in which the tests must be redone is indicated in the middle of these stickers.. The month in which this must be done is the one which is at “12 o’clock” on the dial.
Amongst the documents which you receive will be the "Fahrzeugbrief", which is the vehicle registration document that certifies that you are the owner of the car. This document should be kept safely, and under no circumstances in the car itself, as another person could theoretically claim ownership of the car if they had the document.
1.3.4 Car Importation
If a car is brought into Germany, having been registered in another country, it must be imported as soon as possible before being registered. The point of contact for this is:

At the Customs Office you can ask one of the officials to help you to complete the relevant paperwork. You or your authorised representative must also present the car and the following documents at the "Hauptzollamt" for approval:
• Vehicle documents
• "Anmeldebestätigung" (registration certificate - see 1.3.1)
Duties to be paid are as follows:
• Employees from outside the EU-- have to pay VAT and 10% customs duty. Turkish members of staff may fill in a form ATR (“Warenverkehrsbescheinigung”) at their
home Customs Office. Payment of customs duty is then not required, but they do have to pay the VAT in force.
• Employees from the EFTA must obtain from their home Customs Office and fill in a form EUR.1 (“Präferenzbescheinigung”). Payment of customs duty is then not required, but they do have to pay VAT.
• Employees from a EU country have to pay VAT if they bring a new car (“New” means less than 6000 km on the clock or bought within 6 months after first registration. In this case, a form “Umsatzsteuererklärung für die
Fahrzeugeinzelbesteuerung” has to be completed at the tax office).
When all of these items have been checked and approved, an
"Unbedenklichkeitsbescheinigung" (customs permit) is issued and given to you or your representative. Once you have the "Unbedenklichkeitsbescheinigung" you can take it, along
with the other required items, to the "Zulassungsstelle" and complete steps 1 to 4 of Car
Registration, section 1.3.3.
